Not legitimate

I purchased this app a few years ago and was able to sign documents on the fly with no problem. Now apparently you MUST purchase sign credits in order to sign per document. Asked Apple to refund my transaction since I paid for nothing. Since its unlikely Ill get a refund from them for a transaction months back, I will also file a consumer complaint to local government to force Apple to make the app unavailable in my area until a refund is provided.
